Adjusting screws shouldn't be so tight that you have difficulty adjusting or can't adjust them at all - they should only be tight enough to remain in position and without being too loose either, but easy enough to turn using a small screwdriver.

If they have been fitted with some kind of locking agent, then heat them up (carefully) in a flame to melt the compound and this should free them - but don't heat them up too much or you may melt the shellac in the pad cups.

I can only assume they're as tight as they are due to the application of a locking agent to the threads - either that or they haven't been fitted properly.

If you can get a screwdriver with the right width blade tip to fit the screw head slots, but with a longer shaft and large handle, this will give more leverage. But be careful you don't let it slip from the screw head slot and do yourself or the oboe any damage.
