 Articulation query

... um, does anybody know this articulation? i've run into this staccato dot with a tenuto line over it several times in my band music and our band director hasn't specified, in fact avoids the question by muttering something like how on earth play a staccato note tenuto?!! ... so is it a genuine articulation anyway? If so, what is it and how do i play it? If not, same question, how play it?
