Although I've never seen a Royal, I have seen several very promising Lorees on "an auction board which must not be mentioned." A couple months ago there was one from Chandler, AZ, which had a serial of OXXX and was up for $3500.
Meanwhile, I think you really don't have much to lose if you're not totally sold on that used Royal. The difference between it and a new one is only $500, and I'd just assume call up RDG and get 3 new ones sent out for testing.
Speaking of RDG, there are some interesting used ones on their board right now, such as a violetwood Royal (although I hate the violetwood Royals, others might appreciate them), and a plastic top joint regular. If you wish, RDG will generally take your oboe and see it on consignment (%10 rate), and make you pay the difference between your new instrument and used instrument. Also, their used instruments are somewhat negotiable so you might be able to knock off a couple hundred dollars. I'm very interested in the plastic top joint regular bore, as I am a fan of loree plastic top joints.
My two cents.
