Technically speaking you should be able to hit a high A on an oboe with only the 2nd octave key.
The highest I've ever had to play is a high G# on some Ravel piece. I really wouldn't worry about it too much. As long as you can consistently hit your high G's, you should be fine. Those are pretty standard.
On the Bach A minor Partita in the Vade Mecum it calls for a high A, but really, this isn't necessary. (Alex Klein even uses the G minor version since it's more comfortable.)
Make sure you don't have a saggy reed, that you roll in, think "EEEH" and point your air behind your nose. Shouldn't need to bite.
