For me, I can make any C# hiss persay (and i do know exactly what you're talking about, as most of us do). C#s bring out any unbalanced details in a reed and therefore you need to check to make sure that your reed is absolutely balanced.
The second thing I would note is that you need to learn (if you already don't) how to "cover' the reed with your lips properly. This doesn't necessarily mean "kill vibrations", which many assume it does, but to have a well balanced flexible embouchure with a soft middle lip which can roll the reed in and out. Biting the reed sometimes works, but overall is not worth it and will quickly wear out your endurance.
My suggestion: change reeds to a very good reed made by your teacher or someone else. Also, have your teacher play on your instrument. If the hissing sound is still there, then it's probably the horn.
the good news is from a distance, that hissing fades away. Mack had lots of "hiss' on all his notes towards the end, but he said it helped him project further in Severence hall.
