The question is better answered as "how important is it to you to have a low Bb better in-tune and notes over high C better in-tune?" If you can lip the Bb lower and keep the tonal character, and play the high notes with more pure tonal character rather than squeeks then you will not need the low Bb resonance key nor the third octave key. But the question can be asked about other keys on an oboe such as making a better sounding top line of the treble staff F note, why add extra keys if you don't need them. My opinion is get an instrument with all the options; how many times in a lifetime will you buy an oboe? Buying once for an instrument with all the options is good enough for me.
