I'm not finding much on the Internet by way of "Official Pungi Fingering Charts", but there is mention of the fact that one pipe is a fingered melody chanter and the other one is a drone. Lark in The Morning also wishes to point out that it's a "solo instrument with relative pitch", so forget about playing in an ensemble with anything other than percussion.
Also it's apparently closely related to the Egyptian arghul, so anything you can find about playing the arghul would probably be relevant. However, I don't see anything on that, either.
My guess would be that since it's a solo folk instrument with relative pitch, there may not be a fingering chart as such, and that you're intended to just sit there and noodle around until a melody occurs.
Adding: How many fingerholes does the melody pipe have? It's the same basic principle as bagpipes, so you could look around for fingering charts for 6 or 7-holed bagpipes on the Web and try some of those out.
