I wouldn't use water. For oil, most people use sweet almond oil.
Using water to wash things only makes sense if there is water-soluble soil to remove. Most of the "dirt" on an old oboe is going to be particulate, so the process of wiping is really the only way to remove it, and if you use a lightly oiled cloth and a cotton bud for the nooks and crannies you will be removing dust and conditioning the wood at the same time.
