It turned out that Prestini tip cutter looks and functions almost the same as the that of Rieger on the photo. I first tried with dry reed. It worked like a charm. Great! Then tried wet and relatively thick reed. It worked OK. Cut surface was not as clean as I like.
Final test... I tried a wet finished reed. I just needed to clean up the tip by cutting very small sliver. It failed rather badly. Burrs ... I had to clean up with knife, which is what wanted to avoid in the first place. I guess very thin wet bamboo piece is too rubbery for the cutter.
I guess the blade is not sharp enough and blade and cutting block is not as tight as it should be. I am returning it...
