It should be covered by the 2nd player doubling on both oboe and cor, but if they don't have a cor or don't like to or even want to play cor at all (and some players are like that), then the only way round that is have the regular oboe players there and then draft in a cor player just to cover that movement.
Or maybe your director wants to be more inclusive and have an extra player on cor to give them more orchestral experience. Could be a political thing as that tends to happen a lot.
