Assuming you are talking about Rimsky Korsakov and not Ravel?
The parts in IMSLP are scored for two players, second oboe doubling on CA. When CA is playing, there is no Ob. II part.
However, if you have many (inexpensive) oboists and only so many parts to go round I can imagine passing the glorious CA solo to a third player ..
In other words, it should be left to the discretion of the musical director.
