I see that a fair bit and it's pretty stubborn stuff to remove, so best done when the instrument is in for a full service.

Silver Dip will lighten it, but the silver will be 'milky' and then need further polishing to bring it back up to a bright shine.

But if you think that's bad, then see the attachment!
