Some oboes lack an adjustment screw for the thumb octave key.

If when you press your thumb octave key you should see that a lever with a screw or without a screw presses on the octave vent.

If you don't have a screw you need to take it in for adjustment so that the spring adjusted/replaced or the lever adjusted.

If you had a screw at that point... you'd just screw it in some.

The screw at the upper end which gets hit by your left hand octave key... has no effect on how your thumb key responds.

It should be a relatively inexpensive fix. You may want to make sure you talk to a repair guy in person and show him your problem personally.
