It sounds like hardness is not the only issue with the reeds. I usually find that reeds that are otherwise well balanced but just too hard reeds are still stable, and intonation is fine if not a bit sharp.
Reeds do tend to get less hard with time, as long as that is the only issue.
What kind of reeds are they: short (European) or long (American) scrape? That will help us determine what you could try doing to them to adjust them.
