"The Bb key seems to hit the B key (left hand pinky keys) when you use the left Eb key. I am assuming this is not normal because it did not do it when new. I have never dropped or banged the instrument at all (I baby it). "
Be careful of how you lay your oboe down. It should never lay on the side of the left hand keys as they can bend out of place easily, as it looks they are for you. They can be bent back quite easily by a repair person.
"Also it seems like the Bb hole is not being covered all the way when the Bb key is pressed (no low Bb half the time). "
That's an adjustment issue. It's really just one screw which you can adjust yourself without throwing anything else out of sorts. If it already very tight do not force it any tighter have a repair person do it just so you don't strip it yourself.
Hopefully you get it working right soon.
