The vent can get clogged if your student uses the old-style "swab-on-a-stick" to wipe the bore after playing. They generally reach to around the 1st octave hole, and so a ring of gunge forms at exactly the wrong place.
check the trill-key tone-holes, also - they could be full of gunge as well.
