 Trouble with Howarth G#

One of my university students plays a Howarth S50C oboe with an unusual quirk. By under-blowing the G# that sits atop the staff, it is very easy to produce a multiphonic. It's exactly the same with every reed we've tried. Is there a mechanical problem that may be causing this instability?
I'm not very familiar with Howarth oboes, so I am grateful for any suggestions. Thank you.
