 B-C link

So playing the Cor Anglais part in Britten's 'Spring Symphony', and on the first page, a series of low B to low C# demisemiquavers, which on oboe would be fine, but due to there being no low B-C linkage mechanism on Cor, is near impossible at the moment, which got me thinking...

Why is there a B-C link on oboe, but not on Cor Anglais?

I have Howarth S45c (Dual System) Oboe and Howarth S40c (Dual System) Cor Anglais, and it is the only thing that is different between the two, bar low Bb.

Also, is this only present on thumbplate/dual system instruments, as I remember an American student playing a conservatoire Loree (no idea what model...but had every key on it) and I don't think she had the link...
