The only basic thumbplate system oboes being made which are the same keywork spec as a Regent are the Buffet Artist and the Howarth S10 which are both wood (although the Buffet has a plastic lined bore), so insure it against one of them (most likely the Buffet) if it's for a new-for-old policy.
If you're looking at an all plastic oboe, there's the Yamaha 241B which is dual system (basic conservatoire with added thumbplate). There are some Chinese oboes as well, but the prices are as variable as their build quality.
