You can probably have the keywork altered to give the notes for the fingerings with some tonehole modifications (enlarging or filling in to tune the notes with the new fingerings), but if you want a true Sax/Boehm system oboe, it will mean a complete redesign from the ground up.
You can have C# as a fully open note if you link the top fingerplate to either LH 2 or 3, or if you can get used to having the top fingerplate fully opening by backing the adjusting screw off completely.
