Hello...

If you scrape the whole tip with the same consistency as the tip of the tip, then your reed will be bright and shrill. You will have no lows and no deep tones. The reed will be REALLY easy to play and not satisfying to the ear. Your high register will not be in tune and will sag immensly in tuning, and if you bite it, the pitch will rise with no hesitation and you will be sharper than a reed knife.
