While I am not any authority on the subject, I always suck my reeds. It's more a matter of convenience for me (rushing into rehearsal, not being in a situation to keep a soaker cup from getting spilled, etc). And I always find I get too much water in my oboe when I soak for adjustment purposes. I will concede, though, that it does take longer to soak this way, but when I am setting up, the first thing I do is stick the reed in my mouth (all the way to the staple), then set up stand, music, instrument, etc. By this time, it has had a good enough soaking for my purposes!
Mark, I might try your dip and lay method, though - that seems to be a good compromise (but I think it sounds more like an aerobics move: dip...and lay, dip...and lay )
