Here's an idea that works well for my country, but the population of your city is the same order of magnitude so it should be easier to accomplish.
We created a wind-players society, with paid membership. The society has annual meetings, an elected board, and a sheet-music library which we've gathered over the years. When you join you are required to fill out a short questionnaire about your level of playing and your familiarity with the repertoire, with honesty.
The society meets several times a year, for intense ensemble playing at a venue with plenty of practice rooms, one small auditorium and a few pianos (I. Our case we also need overnight accomodation, but you will not).
The meets require registration, and the board (who are aware of the relative playing standards and the available repertoire) pre-arrange each session, which are roughly 1.5 - 2 hours duration, with breaks in between. Some sessions are left empty for "catch as catch can" sessions  and these are often the most successful of all.
The meets cost money; and with the money we hire the venue and some pros to come and masterclass some of the sessions - usually the pros move to a different ensemble half way through the session. There's more, but these are the bones. You need a core of committed individuals to get started.
