No, you'll just use the first or second octave key for those notes. I've never heard of the third octave key being used for notes below high E or so. If you're buying a new oboe, I wouldn't make the 3rd octave key a deciding factor... if the oboe you want has one, fine... if it doesn't, fine. Many professional oboes can be bought without one, and I have known people who never use it even if they have it, they just screw it shut.
