Basic beginner model oboes such as Bundy, Armstrong, Larilee, Yamaha, etc. that only go to low B will most likely lack the forked F vent, so adding the Eb key will vent it properly.
Some pro oboes may also lack the F vent, though may have the LH F key instead.
To be honest, the F vent could do with being completely redesigned to make it far more efective than it is on some instruments, but the problem is some players don't like radical solutions which can benefit, and would rather suffer with traditional designs and poor tonal quality (and still moan about it) because that's what they're familliar with. But that's their loss.
