It sounds like you don't have a spring in place. There are two or three springs involved with the right hand cluster of keys. Check to see if everything is where it should be. The screw on the C key arm does not keep the the C key up, it regulates the closure of the E key when you play high D, or are you talking about the linkage between the E and C key, which is I think the second screw of the two consecutive screws beside the E? Either way the screws are adjustment screws and are used to adjust coverage not keeping keys up, that job falls to springs; either flat or needle.
