Yep, that's it. I've attached a few quick sketches to illustrate. They're wretched, and they're not to scale, but they'll work. If you clip a reed straight down and bring it into the mouth at approximately a 45 degree angle (as in sketch 1), a small amount of the airstream will bounce off the bottom blade of cane, just underneath the tip opening. But clip a reed at an angle (as in sketch 2), and you maximize airflow through the reed. Most reedmakers here in the US clip so that the short blade is on the side of the thread overlap, so the thread overlap should face downward when playing.
