Not really. Hard reeds can be flat and soft reeds can be sharp. There are so many interrelated factors that it's difficult to formulate general rules.
I agree with those who have already commented on the importance of the bocal. It's an extension of the bore, much like the staple on an oboe reed. It's possible that your softer reeds were not flat with the reedmaker's EH and bocal, but that they're not compatible with yours. Or, as you said, they could just be lousy reeds.
