Some flute/piccolo players do go very sharp up top and some clarinet players go flat up top.

Flute/piccolo intonation can be adjusted by a combination of pulling the headjoint out and also moving the headjoint cork - move it away from the embouchure hole if the 8ves get wider as they go up, nearer the embouchure hole if the 8ves flatten out as they go up.

Shortening the barrel on a clarinet will only introduce more intonation problems than it will solve, so the clarinet player has to use the standard length barrel for their instrument, sort their embouchure problems out and also use corrective fingerings on notes that aren't that well in tune.
