You won't get a consensus about this, but there are many good repairmen.
I would suggest since your ISP states you're in San Antonio, keep it in San Antonio and visit Larry Mueller. He's a reputable repairman and oboist, and he'll definitely do the job right. Furthermore, establishing a relationship with an oboe-specific repairman in your HOMETOWN is a HUGE HUGE HUGE advantage, and it's a good time to start since this is the first repair job you've needed!
Edit:
One more advantage of keeping it in San Antonio is that the climate will keep the instrument at where it wants to be, so that there is less warping than if you sent it to say... Seattle where it's 75 degrees and 60 percent humidity (as opposed to your 25% humidity and 100 degree weather.
