Since the original poster is in Toronto, the first place she should be going is Gary Armstrong Woodwinds.
Gary IS oboes in Toronto. There are no other dealers in that area who know the instrument as thoroughly, or who can maintain them as well. Gary is also a fine player, having been a student of Melvin Berman.
His customers include virtually all of the professional oboists in Toronto, including players from the opera, ballet and symphony orchestras.
It's also important to buy in Canada to be able to get proper warranty service.
To address the OP's specific questions:
First of all, get yourself a good private teacher who is an oboe specialist. That person can then answer all of the other questions you have. Most teachers will also help you pick out an instrument.
