 Oboe doesn't work

Just picked up a cheap 'parts only' flea market oboe for the case and maybe to strip the keys off. But I'm curious what the oboe's problem is - the keys have movement, but when I put a reed in, it only gives a single tone (like a crowing sound) regardless of what keys I press. Just never had one quite like that. Any ideas??
