The only Selmer instrument I've seen with just a C and D thumb key was a basset horn. In that case the C# key was right below the right hand E/B key, or where you would expect the low Eb key to be on every other low clarinet.

If that isn't it something may be misaligned or broken. It might help if you can post pictures.
