Hi! I am going on my first flight (United express) with my clarinets (Buffet R13 Bb and A) in July and would like to know if my Buffet double case in an Altieri double backpack will fit carry on! If it does not meet the requirements, any thoughts on TSA approved double clarinet cases (I've heard protec bags will not work well with Buffet A clarinets).

Check the carry-on size limits on the United website. In general they say:
"You may carry a violin, guitar or other small musical instrument on board as part of your carry-on baggage allowance as long as the instrument is placed in a hard case and there is space in the overhead bins or under the seat in front of you when you board the aircraft."

I have traveled United Express (and their subsidiaries) with my double case before, and never had a problem.
BUT -- you should contact United, communicate your concern, and try to receive an email confirming that you will be permitted. By law you should be allowed, but having the law and an email from United corporate on your hand may help prevent frustration...like this:

Be sure you do not have a reed knife in the case....the TSA can be picky.

A Buffet double case is around the same size as a briefcase, so there's no reason why you can't take it on as hand luggage even in a padded cover. If there are business types with their briefcases (and those small cases on wheels!) allowed to take them on as hand luggage, then you should be able to take your set of clarinets on board too.

Commuter jets mean anything too big for the small plane will (not may) be gate checked. That is not a problem for luggage; it would be a problem for a musical instrument.
The airline should be able to tell you if your case will fit under the seat in the plane you are taking.

Certainly. If you're flying an ERJ145 or a DH Dash 8 you'll likely have to put them beneath your feet on the floor, but a Canadair RJ should have enough space in the overhead.
You should be able to see what kind of airplane it is on your itinerary or United's website. Regardless, you'll be fine.
