Is there an exact recommended starting placement of rees on mouthpiece or do you just mount it then move it around if not suitable. I usually place my Rovner non-metal ligature about halfway between butt and shaved portion with a trace of black showing.

I mostly stick with CENTER (center of the lay) with the tip lined up with the tip rail (if reed were pushed against the tip it would stop pretty much at or slightly beyond the edge of the tip rail).
You can make up for some uneveness of the balance or strength by angling side to side or moving up or down, but I pretty much stick to ONE spot.

Ther are several variables including width of tip rail that preclude a single definitive position.
That said if the reed is correctly balanced then mounted dead centre and with maybe the smallest amount of black visible (allowing for parallax too) is a good starting point. But be prepared to make small adjustments to find the optimal position thereafter and of course may be needs changing during course of extended play.

I typically keep the reed centered and tip of reed at or SLIGHTLY beyond tip of mouthpiece (as Paul suggested above). At that point to adjust for strength or weakness of reeds, I mess with ligatures. I find that rovner leather ligs take a slightly thin Reed and keep t from being harsh, and a metal to Reed contact or Silverstein will bring out the highs making a dull Reed sound brighter. Just depends on how it's sounding and how I WANT to sound at the time.
I don't care for moving the Reed around the mouthpiece though. I like the consistency of centered, tip at or slightly above.

I use Leger signature 3 1/4 and 3 1/2 exclusively now and have found that the best positions is when the reed tip is completely in line with the mouthpiece tip but with this kind of reed it is paramount to have the reed absolutely centered whereas cane reeds are more forgiving

I always align the reed with tip rail. That gives a clear sound with good intonation and response. I don't really like moving he reed any higher or lower for that compromises the sound.
But again, like many will say, you are the player and you determine your sound, adjust and change until the sound is satisfactory to you.

A legendary teacher I had said that, if he liked the way a reed played on his mouthpiece, he would leave it there till the next rehearsal without moving it. In this 50-70% humidity climate, reeds often play the next day without wetting them again. However, I prefer to not have a reed sticking to the mouthpiece, even if it plays ok without wetting.
