I'm trying to find the Eb part for Ravel-Bolero and the part for Prokofievs Peter and the Wolf. These two aren't available on IMSLP. I tried emsmusic which also (I'm pretty sure) doesn't have the parts. Does anyone have any other website or companies I can try to locate these pieces?

Since neither is in public domain, there won't be a full copy of the part anywhere. There are a few options...
Talk to the publishing company (Kalmus for Bolero and Schrimer for Peter). They may allow you to purchase a copy of just the part...MAY being the operative word. Someone else might know if this is still possible. I know Eastman used to sell copies of the parts to students, but I don't think they do anymore.
Purchase a 20th century book for orchestral excerpts. You might have to purchase two...one for Eb and one for Bb. These people purchased the rights to reproduce a certain portion of the parts (mainly the solos).
Look at the audition websites, and check the pdf files listed. Sometimes (semi-often), orchestras will have a pdf of non-public domain excerpts. I've found this extremely helpful. http://www.musicalchairs.info/ is helpful for that matter.
Good luck

If I recall correctly, the Eb only really plays one or 2 things in Bolero, possible only the solo. Which is definitely in the Peter Hadcock book of Eb clarinet excerpts.

Alexis is correct: in Bolero, the Eb's only entrance is its solo. In fact, the clarinet entrances are such that the eefer solo can be played by any one of the three required players (2 Bbs and bass) without having to leave anything out.
As a last resort, one could purchase, or check out of a library, a study score, and copy the part out. Easier said than done for Prokofiev, as the lengthy part appears in concert pitch, and probably not fully legal either.

Ron -
I just checked Musical Chairs, and none of the audition listing includes PDFs of excerpts. Of course, we don't need them for the standard audition requirements -- Midsummer Night's Dream, Mozart Concerto, Beethoven 6th -- and those are available on the Orchestral Musician's CD-ROM Library http://www.vcisinc.com/omcdrom.htm.
Elizabeth -
Luck's Music Library has both a full-size and a reduced-size score for the Prokofiev http://www.lucksmusic.com/catdetailview_symph.asp?CatalogNo=07249. The Cat-Climbs-the-Tree solo is short enough to copy out by hand from a score if you can't read the clarinet part from there, or you could photocopy the pages, cut the clarinet line out and paste it up. That's what everybody does. It's on YouTube at https://www.youtube.com/watch?v=ztdwGWX2hIE, but that performance, though virtuosic, will get downgraded for poor intonation.
I'm working on saving shots of audition material. The Bolero Eb solo is at http://nyoc.org/uploads/File/excerpts/2012/English/2012-Clarinet-Packet---Approved.pdf.
Be thankful that Daphnis & Chloe has come out of copyright. Back when I was in school, you scrambled to get a 10th generation photocopy.

Thanks everyone! I have the excerpts for Bolero and for Peter but I'm working on a project for the person I'm studying with now, listening to the entire works of excerpts and following along/collecting the parts for each of those. Ravel and Peter are the two parts I haven't been able to come across.
Thanks for the help though. I'll try your suggestions and let you know how i make out!

N. B. Bolero is in the Peter Hadcock "Orchestral Studies for the Eb clarinet" (published by Roncorp) but the Peter solo is not.
