My R 13 seems vey sharp on throat notes and flat on 12th over tone notes(clarion high B,C) Is this generally true for R13 or any clarinets?
Any other pitch tendencies on other register on clarinet in general?
Please chip in if you played many instruments.(For simplicity let's concentrate on Bb)
Different brands have different pitch tendencies or similar each other?

This is pretty normal - what length barrel are you using? Do you play with the barrel all the way in or pulled out by around 1-2mm? Do you use resonance fingerings for the throat notes?
Also with the top register, you do need more embouchure support up top to keep the tuning up to pitch as the overbown 12ths do have the tendency to be flat, and the player has to counteract this.
A prime example of how flat things go on clarinets is in their natural harmonic series:
C - xxx|ooo
G - Sp. xxx|ooo
E - Sp. oxx|oooEb
- the next note in the series (the 7th harmonic) should in theory be a Bb, it is a Bb, but it's so flat it sounds A instead!

I have not had thoes pitch problems. I play an Buffet Festival about 20 yrs old.
Assuming you are an otherwise experienced player with good technique, it all comes down to how the instrument was made.
The test for that is simple. If you play other people's clarinets, do you have the same problems?
If the problems are the same, then it's you; spend some time practicing scales and long tones to get your chops in shape. OR It also, may be your mouthpiece; try other mouthpieces might to the problem.
If the pitch is good on other people's clarinets, then there is clearly something wrong with your instrument. Maybe the pad hight on the bell holes are too close.
No clarinet is perfect, but pitch is really not that difficult if your instrument was well made and your chops and ears are in good shape.

I think I should clarify about my original post.
My intention was to identify any general tendencies about long tube notes
middle tube notes and short tube notes which are more or less common to all clarinets or some clarinets.
I thought the narrower interval of 12th of short tube notes(E/B,F/C,) are more or less common to all Bb clarinets.
To skygardener:your clarinet doesn't have this kind of problem?
