Is your tuning issue question based only on the result of your own playing efforts?

... FIRST make sure horn itself is worthy of investing further in different bocal and better reeds, have you had expert opinion from a play-test by a seasoned cor player with considerably more years on cor than you've already had on oboe?

Although musically experienced, you're relatively green on double reeds and may not be physically seasoned enough to make instrument-specific judgement calls, so seek best possible help you can get and don't settle for less
