As the English horn player in our orchestra, I've often had to take on just the English horn parts of 2nd oboe/EH parts. It's slightly annoying, but it's usually when I'm already playing EH on another piece in the concert and they just have me stay to play that part. In some orchestras where you get doubling pay, it's to prevent the doubling pay if that person is already there. I'd always prefer just to play the entire part.
