Take your oboe to a repairman -- preferably one who specializes in oboes -- and get it fixed. You don't sound like you know enough to make these adjustments yourself, but it's time to learn. Every oboist should know how to perform basic adjustments on his or her oboe. Oboes go out of adjustment fairly easily -- pads can swell due to changes in moisture and cork silencers can fall off. You have to be able to compensate for that using the adjustment screws.
