OK, two specific resources come to mind.
One is the Rubank Concert and Contest Collection. There ought to be something in there for anyone but the rankest beginner.
The other collection that I really like is "Oboe Classic for the Beginner," a Music Minus One album featuring Elaine Douvas. It is just a wonderful collection of easy-to-middling oboe solos, and has the added bonus of exposing the young oboist to the playing of Ms. Douvas -- a worthy role model!
If you bought this, you would still have to order the individual titles if you wanted to use any of these in recital, since there is no accompaniment other than the recorded accompaniment. But the selections are just lovely.
One of my faves, garned from this disc, is the Mary Chandler "Three Dance Studies." It was one of the first things I mastered as an oboist, and I still would consider programming it on a recital.
