Hi! I`m native clarinetist (play 10 years) and now I want to start to play alto sax.
I want to buy not expensive sax (400$ max) to start practicing. What will be better to buy: new chinese sax from ebay(250-300$) or used conn 24m (350-400$)???

As with all instruments, chinese is not a good way to start.
Have you thought about Yamaha? The YAS-23 should be somewhere in that price range.
