Likely mid-late 1970's.
Likely made for the UK market- it is common to see a left C# instead of left F
on French instruments made for the UK market in the late 1940s through late 1970s.
Sometimes it may be possible to convert the left C# to left F,
or simply add a left F key "outboard" of the left C#. I know a few oboe repair artisans who can accomplish such key re-engineering.
I would not give up on the instrument simply because the the lower joint is
not sounding as good as the upper joint at the moment. Perhaps simply needs new pads bumpers, adjustment.
Usually the mid late Marigaux, S-M-L, Strasser oboe play well and have an appealing sound. I have an S-M-L Strasser from the mid 1970s that will
be a "diva" once an overhaul has been completed...
