The G# key should be set up so the LH touch has the most spring tension on it to close the G# cup securely, and the G# cup (with the RH touch) is sprung lightly, though lightly enough that it'll still rise under it's own spring. If the G# cup is sprung too heavily and the (LH) touch is too light in comparison, the action will be sluggish and may not close due to friction from the silencing material on the connection until you put down RH 1.

If the cigarette paper is easy to slide out, it could either have a light LH G# touch spring so it's not being closed all that securely, or the pad could be seating unevenly on the tonehole.

With your thinnest cigarette paper cut into a long wedge shape with the narrowest end being 1mm across (tear the extreme tip instead of cutting it so there's no burr), check the G# pad around the entire circumference of the tonehole to see if it has equal pressure all round. Ideally it should have, but if there are any light spots, mark the side of the pad cup where it's light with a fine red permanent marker pen and take it to a tec to have it sorted out. If it's still within the warranty period, take it back to where you bought it from (if possible) and have their tech sort it out.

But the G# pad shouldn't affect the A, so I'm suspecting it could be a regulation problem with the Bb or C pads being out of adjustment as the cork (or whatever silencing material used) onto which the adjusting screws acts upon could have compressed. This too should be covered by the warranty and should be adjusted sooner than later.

It's fairly normal for some adjustments to go out while the oboe is new as things are still settling and compressing during playing which is why most companies recommend they get checked over within a few months after purchase just to be sure it's all working properly.
