Usually, the better models will have them.

Ideally, you want to be able to transfer your oboe fingering technique to the EH. If you have to use a forked-F too much, you may get into a bad habit. Obviously, it shouldn't be THE determining factor in buying an instrument, but consider that any instrument that SOUNDS good enough to be purchased will probably be a high-quality oboe and will almost always have a full set of keys.
