For around $200 you may find a plastic Bundy, Armstrong or Linton which (provided it's all working well which is always a gamble) will be a good instrument to begin with, though they will probably have very basic keywork.
The thing with oboes, the amount of keywork increases with the amount you spend on one (like German system clarinets).
