Water in the 8ves is pretty common, though some instruments may be more prone to it than others and playing in cool or cold conditions worsens this. If the vent hole in the 8ve insert has narrowed due to dirt or minera build-up then this can make the response poor in the upper register.
The best thing to do is have the 8ve inserts removed and cleaned either in acid to remove the calcium deposits or polished up and the vent hole cleared or opened up to 0.7mm, or replaced with new ones. Once cleaned they should be sealed when put back in - I use wax to seal them though cork grease will work, but make sure the aperture doesn't get blocked with wax or grease when putting them back in.
