Your post ( and the morning coffee) shocked me into a realization... 'tieing short' could either open or close the tip a bit!
I think there is another variable at play, whether when tieing short the wrap stops at closure of the sides or continues to 'over wrap' perhaps up to the end of the staple which would bunch the cane, in effect, mechanically force it to act like a smaller diameter. (Squeeze the sides just above the staple on a soaked reed to see what I think is happening.)
Seeing your point now, by just imagining a staple with a larger tip opening, I finally get what Sprenkle/Ledget describe. It always seemed counter intuitive to me because I tie using the extra wraps and bunch the can with the desired increased tip opening for te occassional 11 mm diameter I come across. (oboe dimension in this case)
Well, this is something to experiment with a bit more. And it introduces a couple question about the effective staple length if wrapping stops a couple mm short of the end, or effective overall length of the reed, and perhaps some reed function issues about how the cane behaves around the staple if free staple extends into the reed.
