Oboes with clarinet-style keys and fingerings have been discussed at length in the IDRS Journal, mostly in historical articles by Robert Howe. They have not been successful and do not play or sound like "standard" oboes. Also, the fingering system is different enough from the clarinet that it's just as hard to learn as regular oboe fingering.
I'd advise against buying this instrument. You'll do much better if you wait until you can find a used plastic Yamaha or Fox student oboe at a good price.
