Never heard that one before, most do it for tounguing speed and clear articulation.

Notice how some oboists play with the oboes more askew than others, that is how they tongue the corner of the reed. Your tongue remains forward, but the oboe is slanted so that the tongue hits the corner of the reed.
It's a unique style used by the students of Robert Sprenkle and Davide Ledet from the Eastman school and it gets passed down the line.
